Does direct democracy allow organized special interests to trample the will of the majority, or is it a tool for the many to take back their government from legislatures dominated by the few? Based on empirical examination of fiscal policy and public opinion in state and local governments throughout the 20th century, the book concludes that direct democracy brings about policies favored by the majority, not by narrow special interests.
